Runs very small

I am a classic size 16 and wanted a relaxed fit so ordered the XL. The fabric and buttons are good quality but the cut of the pinafore is irregular. The shoulders and top half are huge and will need to be taken in and buttons moved, and hips very tight by comparison. Disappointed as I like the garment. Suggest a size 12 seeking a relaxed fit would find the XL perfect.
